I am a skilled worker and right now my work permit is under process. I will for sure apply for PR as soon as I land.
All the documents while applying for work permit talk about temporary intention of employer and employee. However, once employee lands in Canada, they apply for PR. How does CIC take this.
Do they feel employer is bluffing initially to get the candidate to Canada and later support candidate to get PR?

No - those are two separate application process and separate criteria used in evaluation. The work permit is for temporary residence, the PR application is for permanent residence. The job of the officers is to make a decision on the application based on the criteria on which it has been submitted (temporary or permanent residence). If it is for temporary residence (such as in the case of WPs) - then the officers will look at risks of the applicant not following the conditions of temporary residence (i.e. extending stay beyond authorized duration, working beyond authorization etc.) in deciding on the application, not on the intent of applying for permanent residence in the future. The rules do not restrict any temporary resident from intending to become a permanent resident in the future.

There are already added requirements for employers that make it unviable for some to get foreign workers; there are also some requirements for employers in sponsoring employees for PR. So going through those hoops are not just minor inconveniences; it takes dedication for an employer to plan to get an employee under a WP and then sponsor the employee for PR if this is the intention all along.

I had seen cases where an employer supports the employee to get a WP, but leaves the PR application entirely up to the employee to apply under the available federal classes.
