Enquiry for a friend's cousin tourist visa kept getting reject

A friend's cousin tried to apply visitor visa but kept getting rejected (3x), he even tried engaged immigration lawyer from his country yet still to no avail. We suspect it was due to his refugee status declined from US and got deported back over 20 years ago. Now, he is doing very well and successful in his country. He do not have intention to stay in Canada but many of his family and relatives are here hence he really would like to come visit them. He is married with wife and 2 kids

Is there higher chances for him to get his family member to write an official invitation letter to immigration inviting him to come to Canada for a visit?

How long a visit did he request? Was he planning on traveling alone or with his family? What evidence did he provide to show ties to his home country? What is his travel history since being deported from the US? What did he state as his reason for wanting to visit Canada? Who are his family members in Canada? When did he apply the 3x and was refused (which years)? Which country is he from?

He probably request for 1 month. He apply for himself only not whole family. I do not know exactly how he applied back thn as he engaged some immigration lawyer or consultant to deal with it but 3x rejection. . I do not have the year too. His parents abd brother are living in Canada. He is doing very well and successful now in china and do not plan to migrate

1 months is too long and demonstrates a lack of ties to his home country. Two weeks is more appropriate. You also haven't said if he has any travel to countries requiring visas (e.g. Europe, UK) since his US deportation. If not, that's another negative. Given he has so much family in Canada and the US deportation order - I would wait a couple of years before applying again if the three refusals are relatively recent. His family from Canada should visit him in China instead.

He usually travel to Asia for business and do not have a reason to travel to Europe. His only reason to travel to Canada is bcos of his family and relatives here. He have never try to go to US after being deported over 20 years ago

Again, depending on how recent the three refusals are - there may be no point in reapplying for a couple of years.

The fact he only has a need to travel to Asia is irrelevant. To have a strong travel history, CIC will want to see travel to countries requiring visas since his deportation. Since he doesn't have this travel history, it's going to be more difficult to be approved.
