sorry I shall have to repeat what everyone has said till now. The mother tongue of nation called INDIA is not english. So even if you have been to the best of schools and colleges in India....Maybe the top 3. It will be very difficult to prove to the immigration people. your ability cannot be judged against any standard from your recommedation letters. For them the gold standard is IELTS----they score us by weighing us against that gold standard.
Rest if you still insist on trying without IELTS..........you may . I wish you all the luck and do also let others know if such a thing was accepted. It would be wonderful for all of us.
