Does someone need to obtain their PR before they can begin taking English classes?
I think they can't take English classes until they obtain their PR right or else you pay?

Yes (based on our experience), when my wife took the classes at our local library, they were very strict about seeing her PR card or COPR.

I'm not sure if perhaps some places would allow you to register with stage 1 approval of an inland application.

Yes, free English as a Second Language classes is considered a privilege for Permanent Residents and you need to present proof
of residency... unfortunately...
But you can get classes paid at the rate of international student.
