EMPP program.

I have someone's family (Afganistan nationals) currently stuck In Iran, want to migrate to Canada. I see Currently the policy for afghan nationals is not in effect. My search lead to EMPP program.
Do they have to be a refugee claimant to be eligible for EMPP? Do they require Job offer from Canada from the selected organisations in Canada?
Can someone please elaborate?

You may find the below link helpful. It explains what documents are accepted for people who want to apply through this program. There is a stream where no job offer is required however only 150 application are accepted per year and it's possible this stream is already full.
