Can I firstly submit my application without the employment letter? Then I can submit it later?

If I can, when is the best time to submit the employment letter? After received AOR or before?

You have to submit your employment letter with the application. It's a mandatory document. Without it your application will be sent back to you.

If it's on the checklist and not marked as 'optional' or there's no document listed you
can submit instead, then NO, you can't submit your application without the document.
