HI,
I am applying for PR after receiving ETA. My issue is that I cannot obtain employment letters from HR from my previous country (from years 2002, 2003), as apparently, the system was updated in 2006 and there is no record.
Do I need to add this fact in the letter of explanation? I have letters of employment from 2004 to the present....

Please advise. Thanks.

Letter of employment is needed if you are claiming points in your EE profile for that job. However, as you have mentioned that you have everything post 2004, so you are good to go. just mention pre 2004 job details in your LOE.

And if you still insist to claim points for pre 2004 jobs, you may request your boss at that time to put it in writing along with his contact details and give it to you. Along with that you may attach your job offer letter, promotion or salary increment letters, pay stubs etc.
 
You can't claim points for 2004 anyway. You can claim points for the last 10 years work experience only, 2007-2017. Just remove everything that's older than 10 years and problem solved.
