Employer requirements for hiring a Nanny under new pilot program

My sister is currently working as Laser Technician nurse in UAE but before that she worked as nurse in Pediatric Dep't. in Saudi Hospital. Can I hire her as a caregiver/nanny for my 10 y/o daughter under new the pilot program? Her IELTS & Educational assessment are done. As an employer what are the documents that I need to provide. How long ago did she work as a pediatric nurse?

She worked as pedia nurse for 5 years about 18 years ago.

Typcally the work experience must be within the last three years. I don't know if she will be accepted since her work experience is so old.
