Hello,

I was a Billing & Payroll Associate and claiming points from it. My former employer issued a COE with a NOC under Teer 4. The duties listed are pretty general and incomplete. I understand that most HR don’t really have the actual job functions, but only the duties they usually post during job hiring. It basically includes admin & billing works. Not a single payroll tasks were included.

On a daily basis, I am working with payroll funtions mostly 80% of the job. That’s why I believe I qualify for a Teer 3 NOC under Payroll Administrator. I humbly asked the HR to revise the COE and add the complete duties of my role, and I provided a draft. They refused. I turned to my manager, unfortunately, also denied, and said she can’t change the COE but only the HR. I told her I understand she can’t revise the COE, and I respect the HR policy. I’m not actually asking her to. What I’m requesting is atleast an email confirmation from her that I have payroll-related functions that are substantial on my daily duties. But no response received. My next step, I asked my previous Supervisor(not working with the company anymore), to confirm the full list of my payroll-related duties. I was fortunate to have her confirmation with her wordings that perfectly fit the explanation. She mentioned on the email

I am happy to confirm that during your time as a Billing and Payroll Associate at X Company, your role extended beyond billing functions and included regular payroll-related responsibilities under my direct supervision.

Your payroll-related responsibilities included, but were not limited to, the following:

Etc.

This email serves as confirmation that payroll functions formed a substantial and regular part of your role during your employment.”


To address this, I prepared the following:

• Letter of Explanation about the detailed job duties and NOC selection.
• Original COE (with teer 4 NOC) I want to be honest and don’t want to omit or delete original details. That’s why I’m including the COE. Also, the dates and hours of my work are included on the COE.
• Supervisor email confirmation of duties.
• Welcome email from my Supervisor on the day I was hired. (to show that she was my supervisor on that time)
• Internal emails which show my payroll related communication.
• Payroll SOP (Standard Operating Procedure) that was given to me on my training period.
• Payroll Board system used with my name showing as the user.
• LinkedIn connectiom showing my supervisor and I are connected and both worked for the same company on that particular period.
• T4
• Payslip
• NOA
• ROE

To reiterate, this is not just because I want my own NOC. These are exactly the complete duties that I performed. And all are declared in good faith. I just feel it’s unfair that because of an incomplete duties provided on the COE, I may not claim points from the years that I’ve worked for. Which I beleive my role was beyond that of a general admin job.

In your opinion, will these suffice as supporting documents to prove my claim for a higher NOC? Thank you.
