Dear, I got ITA. But my employer is not giving me reference letter. I have got everything like pay slips, F16, salary Statement, promotion letters, I Card, visiting card, etc.

What are the options available with me.
Please guide.
 
But why? That’s absolutely non sense!
How long are you working there and what did you ask them exactly?

Actually, our organisation (a govt Bank) does not promote this. I will get all documents after I resign, but as an existing employee. It's bit difficult.
I have been working with them for 14 years, out of which I was transferred to their Canada branch for 3 years.

Get you local manager or a colleague to provide you a letter on a plain peace of paper with their email ID and contact number. notarize this letter...
if you have this correspondence with the your HR that they do not provide such letters include that as well so at least it will show you exhausted all option before taking this route

You must write a letter of explanation about why you cannot provide the letter of reference, and provide proof/documentation (e.g. if your employer refused in writing...)

Your alternative documents are good, but the problem is you need something describing your job duties and responsibilities... if you can get an unofficial letter from a former manager, colleague or client attesting to the work you performed, that will help.

My employer did not give me the letter either. I wrote and explanation, attached the email where my company HR said they do not provide letter, wrote what my job duties were. Got T4A and proof of employment from service Canada. Now my application is still in process, but on my GMSC notes everything seems to be okay and they have checked my work experience and was satisfied. As long as you have good reason and you justify from other sources, you will be fine.
