Think it just means whether the person is eligible to be sponsored. If it says Recommend Passed, that means your interview is likely to be waived. If it says passed, then that means the person will get their PR visa.

However the most important part of the GCMS notes is the final section under NOTES, which shows what the VO is thinking about your relationship.

ı wıll order the notes tommorrow mıkey...stıll no have any news.but as far as ı saw from the ankara vısa offıce the open a fıle after 2 months of the sa.so ı thought to order them to see whats goıng on thınkıng that ı wıll receıve them 1 month later....ecas as ı have already mentıoned ın another threat says just applıcatıon receıved...and yes ı dont sleep ))
