eligibility review not started since 18/07/2018

Bryanna or any one pls advise, my brother applied canada business visitor visa for him on 18/07/2018 in bangalore vfs. He is a software engineer, applied visitor visa for attending conference.he got only one acknowledgement letter, when he call +16139444000 number and enter his application details with mobile keypad it is telling his eligibility review not started yet. can any one have any idea why eligibility review not started since long time.i saw so many applications reviewing long time, but I didn't saw any application review eligibility not started after applied long time back. He already raise CSE webform they didn't reply him ?

1. When did he send the CSE?
2. Has he linked his paper application to his online account?

He can send another CSE to request for an early decision

Hi Bryanna thanks for your reply, he send CSE on 15/09/2018,but they did not reply, he try to link his paper application to online account but he is not succeed. He called +16139144000 with Google hangout app he heard that message with its system. is there any background check is going on that's why the eligibility review not started yet?
