Eligibility of ESL language classes?

Hi guys, I have applied PR with my wife and got the AOR. Can anybody tell whether she can go to the local ESL for free English classes? They recently raise the tuition fee for visitors, which is quite expensive.

You should have the PR status to be eligible to free ESL classes.

Free if you have AIP, Full time or evenings part time.
