I dont think the eligibility letter is a good measure of when you will get your PR. The processing time starts when you received the AOR for your PR application.
Hopefully you will get your PR within the processing times detailed on IRCC's website.
You can also apply for your GCMS notes to see where your application is in the process, it costs $5.

Not sure GCMS notes will provide additional information that can’t already be obtained if received AOR. There will likely be very little movement at this point. GCMS should really be a tool used when necessary for a reason. It cost $5 but costs taxpayer a lot more in time and resources and diverts resources from other potential priorities. If undergoing normal processing, which will take years, ordering GCMS notes provides minimal benefit.

Get your GCMS note done. One year is a long period not to get a single update. Meanwhile GCMS note is free. At least I got mine for free few days ago. The GCMS note will provide precise information on the status of your application that can’t be found on normal tracking.
