it is written in the univ of alberta augustana campus website that they require 70% combined average and no subject below 50% for admission. i want to apply for english minor in the univ. i scored 56.6% as combined avg. in my higher secondary in india. is the requirement applicable for all programs or is it something less for minor programs???

Minor does not matter - means there is no diference between the requirements for programs in respect to the level of required English for enrollment into the university.
You can try to aplly without IELTS results but they will offer you to take therr placement tets upon arrival and then enroll into ESL program for a semester or two (depending on the placement test results)
