I am veterinarian and I have master in veterinary parasitology but my veterinary field is not present in federal skill program NOC List 2013 ,so in which provincial nomination program I am applicable in 2014,if my veterinary field is applicable in any provincial nomination program so please can you let me know the name of that province and do I need the language course of IELTS or something else or related to the provincial language??
 
As far as I know, no PNP has a NOC list. They are based on you getting a job offer and LMO (labour market opinion). However, for a veterinarian, you also need to be licensed to work in Canada. You would need to pass some tests.

You can look at different immigration classes here: http://www.cic.gc.ca/english/immigrate/apply.asp and you can look at Quebec skilled worker as well because as far as I know, they do not require a job offer and they do not have a NOC list. However, you have to pass a points system where you might need to learn French to improve your points.
