I applied inland spousal sponsorship in quebec already got aor biometrics medical csq and sponsor approval, about a month ago i got an adr for proof of cohabitation relationship timeline and rprf fee, i did submit everything about 2 weeks ago and got a pre arrival services letter about 4 days ago, on my pr tracker it says eligibility is completed but not on gckey, was the adr response satisfying and does eligibility completed always mean passed? thank you!
Eligibility completed after ADR and pre arrival services does it mean it is passed?

Yes, eligibility completed means that IRCC is satisfied with all evidences of your relationship and has considered your as genuine. But they still need to process the background check, what can take several months or years. In that case, they might request you in the future additional document to make sure that you are still with your sponsor.
