It is by itself. Whether your friend will qualify depends on other factors as well.
However CLB 7 will significantly reduce your friend's CRS score. People have reported increases in their IELTS score after applying for re-evaluation.

IELTS is just one of the factor to be eligible for EE. But your friend has cleared the minimum requirement for IELTS.
You have other factors which has impact of the EE score as well like:
- ECA if your highest education is non-Canadian.
- You want to get invite under FSW or CEC category
- Job based on LMIA
