So i have come across a link to eligible occupations but not really sure what the list means. My occupation is on the list (1221 Administrative officer) of eligible occupations but not on the list of 38 qualifying occupations.

What does eligible occupations mean? Does this mean that i probably would not Qualify for a visa?

The link that you have posted is the entire NOC list.
The 38 is the list of occupations which came from that original list which are considered pressured or in high demand in Canada as of Nov. 28, 2008.
If your occupation is not in the 38, according to CIC: Those Federal Skilled Worker applicants (submitted on or after February 27, 2008) do not have experience in a listed occupation, will have their applications returned and their processing fees refunded (unless the Minister has otherwise instructed that applications be retained).

Hi samg123....I did mention on another of your posts that we are not on the list i.e. administrative office/civil service or welfare officer. Although there is a NOC for these positions, they are not on the 38 list which means that our applications will be returned with a refund. Sorry, I am just as gutted and annoyed at the whole thing as you. I am beginning to wonder why I am even bothering.
