It is possible to obtain an Egyptian visa. They do ask for a PR Card but not entirely sure what happens if you don't have one. I suggest emailing them. If you plan to go, i would suggest to apply as early as possible as the first step is to get a security clearance, which comes from Cairo. This process can take months. I think the consulate in Montreal says 20 weeks plus. Once you get the clearance, you just mail your documents.
