The numbers speak best. The approximate number of fully processed citizenship applications from IRCC is ~16 000 per month after Bill C24 came into full effect from last June.

Roughly 5 000 applicants are applying every month which are eligible under the current 4/6 rule, which means that only roughly 10 000 applications are reduced from the backlog which is explaining why IRCC is just not capable to process applications in a timely manner once a big backlog is already in.

The Implementation of the proposed 3/5 rule will be devastating for the processing times keeping in mind that there will be instant flush of hundreds of thousand suddenly eligible to apply.

here are the numbers taken from here: http://www.canadavisa.com/canada-immigration-discussion-board/latest-cic-processing-statistics-t443974.0.html

Grant Applications Received (June 11, 2015 - January 31, 2016)
Application Received Month Number of Applications*
2015/06 804
2015/07 3,109
2015/08 4,141
2015/09 6,298
2015/ 10 5,823
2015/ 11 5,486
2015/ 12 5,053
2016/01 3,441
Total 34,155

Grant Applications Approved (June 11, 2015 - January 31, 2016)
Final Decision Month Number of Applications**
Jun-15 7,343
Jul-15 11,651
Aug-15 14,860
Sep-15 17,601
Oct-15 18,574
Nov-15 16,055
Dec-15 15,944
Jan-16 14,514
Total 116,542
--------------------------------------------------------------------------------------------------------------------

So from June 2015 to February 2016 the backlog is reduced by approx. 80 000 for approx. 8 months time.

I would say that is pretty disappointing results.

Imagine the future struggle of IRCC once the 3/5 rule becomes effective.

All these 116,542 applications finalized would be from the backlog itself as the June 2015- Jan 2016 applications would still be in process. Going by this rate, one can assume that the backlog might have been significantly reduced by July 2016.
From July 2016, there would have been a surge in new applications due to those extra 1 year people had waited for 4/6 rules.
Yes, the C-6 implementation can again bring back the backlog. Let's hope it is implemented properly.

Good thing you don't live in the US, huh? Average time there is 10 years to become a citizen.

Am I saying it's right to make people wait? No. I'm just saying maybe cut the government workers some slack. They're people too. They're doing the best they can with what they have. You can always write to your MP and ask for more money to hire more processors.

Agree to some extent, but IRCC is lazy and inconsistent.
I have been waiting for my PR card renewal for more than 18 months with no fault of my own. I provided all papers and stamps and still they decided to refer my file to a secondary review and they did not ask for any additional information.
I checked ATIP report and my review has not even start yet!!! I am stuck in Canada and cannot go on vacations.
I do not think this happens in US :)

Agree that most of the processed with final decision are from the old backlog, but it is clear that the effectiveness is disappointing because more than a year already the very same old backlog is still not cleared.
First the "deadline" was by the end of March 2016, IRCC could not keep the promise and the "deadline" was postponed to the end of December this year. Who knows maybe another postponed "deadline" is coming up after December.

They still can't process the same old backlog for more than 16months already, and the old backlog was way smaller compared to what will be instantly created after the effective date of the new proposed 3/5 rule.

Another very disturbing thing was that IRCC started to consider all pending applications which were more than 12months in the offices of IRCC as non-routine.

Basically non routine just because IRCC was unable to process them on time.

i just want to add one more thing that they keep increasing the fee to almost 4 times.. from $100 to $530.. but their efficiency remain the same. at least they justified that increase by some sort of speed up in processing.
