EE profile -job offer question

Can an applicant now answer 'yes' to job offer question on EE profile if
1- they do NOT have an LMIA
2 - job is Noc 0
3- more than 2yrs skilled experience in Canada
4- permanent full time job offer from employer
5 - hold a current valid employer specific work permit.
(They were granted a 2 yr permit based on an approved Provincial nomination - however PR was not submitted before the Pnp certificate expired - so they cannot use the Nomination and are now applying via EE.)
They may have enough points to get an invitation without the job offer points -but want to answer correctly.
Any advice?

Seems to suggest to answer 'yes' - and get 50 points - but not totally clear about whether current valid permit fits any of the 'exempt from lmia' categories. He was granted a 2 yr employer specific permit in August based on a PNP approval (pnp cert is now expired).
