EE immigration query..experts plz help

A family member's EE application is in progress. At time of application he was single. Now he is getting engaged. Can experts guide me which situation is possible without going for spousal sponsorship (as the guy does not have plans to start residing in Canada asap).

1) Can the girl apply for EE on her own before being married, or
2) Get married and apply for EE

You need to provide more details for people to guide you better. What do you mean by application in progress? At what stage? ITA, AOR, PPR? Engagement has no value but the time the applicant gets married is important when trying to avoid spousal sponsorship.
