Hi everyone, I need a help to determine if the following scenario is considered as visa refusal:
I went to flagpoling for my PGWP. Since the first time I went was on Saturday, the officer told me that they cannot directly contact my school to confirm the validation of my diploma as nobody was working at weekend. Therefore, they can not proceed that day. However, he has sent a request email to my school and suggested me to go back next time if school replies. Or he suggested me to apply directly online. So the coming week, after I have confirmed with the officer that my school has already replied, I went back and successfully got my work permit.
I am just wondering whether the first attempt considered as refusal?
