Education is separate from Work for the purposes of FSW. They evaluate your education on its own merits. Your job duties must match the majority of those required by the NOC (29) you are applying under. The VO is to determine whether or not you have performed those JD and not whether you have the required education. (I am sure you would NOT be given credit for JD of a doctor or nurse, etc. without the requisite degrees though.)
Here it is stated in the OP 6 Handbook http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf
The officer must not take into account whether the applicant meets the “Employment requirements” description set forth in the NOC for the occupation(s) listed (R80(3)).

Hope this helps.

You can calculate your education points based on the following: University educational credential at the master’s or doctoral level and at least 17 years of completed full-time or full-time equivalent studies
25
Was the education a MASTER's DEGREE? Was the institution accredited at the time you undertook the degree? These answers all impact whether or not the points will be given.

Hello. My work experience doesn't match my education either.
I have bachelor degree in accounting and ONE YEAR work experience as as construction electrician.

p.s. I have no other diploma related to electrician field yet, but I have started my studying as a part time student for electrician-engineer and will get my diploma within 2 years.

I am familiar with R80 that states it is not essential to have work experience related to education. It is clear that the applicant who has four or ten years of experience (from 29 list ) without related education will be eligible . But I have only ONE YEAR of experience as an construction electrician and based on that I want to apply under FSW program.

I would appreciate if someone coul analyze my situation !!!!
