I have a education gap of 14 years, will be able to apply for study visa on basis of the course relevant to my studies.

Do we need to appear for IELTS academic, If I want to study in canada (college or university) when I am a PR ? I am from India

You don't need a study permit if you're already a PR. Of course the university may require you to write the IELTS.
