ECA Report for CEC?

I thought ECA was only for FSW category immigration, but on the form IMM008_3e, on question 6 it requires me to submit an ECA report for my CEC application. Can I ignore this or do I need to have my university diploma (issued in English) assessed by one of the Educational Credentials Assessment institutions? Right now it takes about 15 weeks to process the report... that's just crazy.

Can anyone please help me? Have you done this before?

Weeell, let's see... IMM008_3e is an application form for the FSW program. If you are not applying for FSW, don't use that form.
