ECA - highest qualification or all credentials to assess

Hi eveeyone.
I have bachelor's degree in Civil Engineering. Do i need to get ECA for bachelor degree only or secondary, higher secondary education also?

I just did Master's with WES. WES never asked to send Bachelor's diploma over either and evaluated my Master's only.
I think it is obvious enough - you can't get Master's without completing Bachelor's.
