Hi,
Probably somebody had similar case as in mine. in 1995 I was studying at bachelor level in my country (Uzbekistan) and at the end of second year I got a scholarship to study at an american university. I successfully completed studies in USA, got BBA diploma abd returned home. The transcript say about transfered credits for the two years of study at my local college in my country.
I cna arrange USA university to send transcript to ECA agency with no problem and cost (it is free), however I cannot do the same for my college, since last time I contacted them, they told me all my documents were lost. I have old transcripts with translation done at the time I was submitting to scholarship ( I kept second copy with stamps-on for my records).
Has anyone similar situation , and how ECA agencies reacted to this (as you cannot have your institution to send transcripts directly from them, could you send them by yourself)

If the University is still existing, You can go with your copies of transcripts and get them stamped and sealed in an envelope. Send the sealed envelope along with your documents. Done

As long as your US documents will be sent directly, you will not have any problem.

I had the similar issue and got the ECA done.
 
thank you for your reply. They refuse to provide any transcripts as they did not have any records left. They cannot allow me also put in the envelope the old transcripts as they said they cannot certify such old documents because of the lack of the original documentation from their side, let alone stamping such envelope. The only document I could squeeze from them is the lettter addressed to me, saying that I did indeed studied for 3 years, hower they grades cannot be verified as the term of storage has expired (they were afraid to say the truth that the documents were lost).
 
I transferred colleges halfway through my bachelors and only provided them with the final transcript that listed my degree. I had no issues with them evaluating it, and they never asked for transcripts from the other university. If the US university transcript shows an award was issued, I'm not sure why you need the other university transcript?

UT CES for the bachelors. WES for NT masters (same transfer situation) and it seems they're processing it with no issues.
