There is no easy way. You cannot come as a visitor and then get a work permit. Go on the IRCC site and research Express Entry based on age, education, skilled work experience, language skills and money.
You cannot convert visas or be inside Canada to apply for a closed work permit. You need job offer (high wage) and employer needs approved LMIA proving no Canadian/PR has the work experience, education and language skills to do the job. Only you can do it. So get ECA and language tests done and look for a job with LMIA outside Canada. Don't need to be in Canada. LMIAs are difficult because cannot be low wage in cities and regions with higher unemployment rates.
Once you have LMIA you apply for closed work permit outside Canada. Cannot apply inside Canada as a visitor. So if you want to visit Canada then visit as a tourist but no sense in coming to look for a job. Will not happen.
You aren't eligible for an open work permit unless spouse is in Canada on work or study permit. You need a LMIA with closed work permit or LMIA exemption through an inter company transfer or free trade agreement. What is your citizenship? What is your job?
Your question is confusing. If you are eligible for an open work permit, you should apply for that in your home/resident country. Then enter as a temporary worker.
If you are NOT eligible for an open work permit, it doesn't matter if you enter as a visitor. You are still NOT eligible to apply for an open work permit.
There is NO special work permit to be applied inside Canada just because you have entered as a visitor.
Unless you are from some special countries and have some humanity pathway. (but if that's the case, OWP should be done before you come)
