I have had a relationship with someone from Yemen for about a year now. Since I am about to finish school we are now trying to figure out what the best way would be to meet and get married. Me going to Yemen was an option but since there is a war going on that is out. The other option would be him going to another country and finding a job there and I would meet him there and get married. After the marriage we can work on getting into Canada. The other options would be bringing him to Canada and then getting married. Either by helping him find work here so he can apply as a foreign worker (he has a degree in business admin), getting a visitor visa or getting a student visa (still wants to do more school). If either visa gets him here then we can get married. Getting married quick looks strange but since he is muslim he is not suppose to be hanging out with me if not married or if not a family member. What would be easier? Would a visa even be possible since he is applying from Yemen? He does have the means of getting here and supporting himself, would this help?

If he can get here you can then marry and apply inland ... He can wait here with you until he is approves and he can then apply for a work visa while waiting. He can not apply for a work visa via spousal if he applies with an outland application.

First try to see if you can get a visit visa for him to visit you. If you get it, you can marry in Canada and he does not have to leave. You can sponsor him inland and he can apply for an open work permit.

In order to be accepted as conjugal partners, you need to show that you have a marriage like relationship and have combined your affairs as much as possible but that it is not possible for you to get married or live together in a common law partnership due to a good reason such as immigration barriers.

Due to the current country condition, individuals from Yemen are to be exempted from the Pre-Removal Risk Assessment (PRRA), which I don't think he will be granted Visitor visa, because legally he's not allowed to go back (in my opinion)
