e-mail regardind participation in CIIP

Hello friends i m from india. i have applied under fsw as college lecturer in 2010.After submitting full application at new delhi visa office, on jan 2011 i received confirmation letter from new delhi visa office.Since then i dont receive any communication from them.But two days back i received an e-mail from DELHIIMMIGRATION@international.gc.ca regarding Invitation to Participate in CIIP Sessions.
now i dont understand the purpose of this e-mail.is this necessary to participate?
also i want to know whether e-mail is from delhi visa office?

take the email address from new Delhi VO website and shoot them an email to inquire for the same.

Yes dats true..this is the mail from NDVO. No dought about that.This a programme for new comers, who are still their own country.This is on the final stage of immigration procesa. This is a kind of encouragement about canada.
