Hello,
Just wanted to write that I do regret choosing an E-Certificate of the paper one. I applied for the change of name and now after months of waiting the Vital Statistics Agency replies that their policy doesn't allow them to accept e-certifictaes and I need to CHANGE it to paper one if I want to proceed. This is complete bs.

Maybe they don't know that e-certificate is as valid as paper one. Similar issue was faced initially at passport office too. Talking with there supervisor and showing IRCC webpage about e-certificates sorted the issues. Looks like similar approach is needed for Vital Statistics Agency.

Also once you have e-certificate you cannot change it to paper.

Thank you, that was helpful! I'm preparing an email to the Vital Stat Agency explaining the situation.

It is not like they are not aware of e-certificate. They are saying there is no original document, and it cannot be certified by a lawyer as they only accept certified copies of documents. And nobody is agreeing to certify it.

Looks like they need to update there process for electronic documentation. Is this something which your MP office should be able to handle?
They would have access to these departments and should be able to sort out this deadlock.

I can try MP office
Called IRCC today they are saying when we started issuing e-certificate correspondence was sent to all concerned agencies they should recognize it as valid proof or show it to them on canada.ca
Or 1 option is to apply for proof of citizenship and choose paper certificate to be delivered but processing time is 9 months for that and almost another $100( fee + photo + courier fee)

Thank you, that's what I did. The local IRCC got back to me and promised to send the paper certificate by mail in 2-4 weeks. That's good, but then it makes no sense in offering e-certifcates at the first place if they are not accepted by some gov agencies. I also sent an email to MP to see if they can do smth about it.
