You can't renew your passport if you don't file taxes?
Only if you were required to file and did not file. See below

I am 20 and never filed a tax return before. I only ever earned 70 something dollars and didn't think I would need to file one.
Am I doing something wrong? Is there a way to file one from within Canada or should I wait until I get permanent residence and then get a financial accountant to help me with both?
You are only required to file if you make more than a minimum amount set by the IRS. The minimum amount varies from year to year. Example for 2009 single filing, if you make $9,350 or less your not required to file.

absolutely you can file from Canada. of course, the pp is correct, if you make less than a certain amount each year, you do not have to file, but you will likely have to prove to the IRS that you did not make enough money to file if you require any services of the american government.

there are many, many accountants and services in canada that are familiar with both canadian and US tax codes, so if you are feeling confused, you will surely be able to find one in your city.

in the link I posted earlier, you will have to send your tax forms to a certain office - I believe its in Texas somewhere, that is specific for US citizens living abroad. There is a lot of info about this online - think of the number of US citizens living abroad!! It is pretty straightforward.
