I was a student in Canada in from 2015 to 2017. I was a full time student. during my last term I didn't took an elective course. after the final term ended I returned to my home country due to some personal issues. if now I want to complete that course will I be able to complete it or not and want to know if I'll be eligible for pswp.? my transcript still shows my course incomplete

No, you would not. Your studies need to be continuous to qualify for a PGWP.

Can you complete the program from your home country with one online course? This way you complete the program, if you want. You would need a study permit to complete one credit in Canada so don’t think it would be issued. You are not eligible for a PGWP.
