Driving in Ontario - if travelling on and off - No Ontario licence yet

We got our PR in Oct 2017 - that is when we soft landed and completed some formalities
We landed for good in July 2019 , but since then my spouse has been travelling on and off to Canada ....he stays 2-3 weeks at a time

We have not bought a car yet - were avoiding 1st winter driving
But soon we will need to purchase a car (I have a G Licence )

Question : Can my spouse drive on his Indian licence , till we get the Ontario licence sorted ?
I understand he will need a International Driving permit anyways , but can he drive when he
visits us for a couple of weeks ?

What are our options ?

Technically residents need to get Ontario license after moving in here.
Also as some one pointed, if he is regularly using your car, he needs to be added to your insurance plan since he is no longer an occasional driver.
