Drivers License tranfser

I know that with a valid US license you can get an Ontario Drivers license but it also says you can prove a longer driving record by getting an official letter from the state. I want to know what benefit there would be to doing this and if this is what they are talking about getting for proof https://secure.rmv.state.ma.us/DrvRecords/intro.aspx
