Doubt regarding express entry cut-offs

Hi can anyone please clear my doubts regarding express entry. I actually have confusion regarding the draws. I have not applied for express entry yet but I am willing to apply currently I am preparing myself for Ielts exam. My doubt is that there are three drawers that I saw on Google when I searched for express entry cut-offs the first one was in two digits something like 67 or 70s. The second was in three digits and the cut-off was something around 700 or 724 something like that and the third cut-off was in 400 or 300 I think can someone please explain me why are there three different cut-offs and for what

Step One is to determine if you are eligible for EE based n your age, education (ECAs), work experience and language. If you have at least 67 points then you are eligible to submit a profile. Then you calculate your CRS score. You want around 480 as there have not been open draws in over a year. All this information is on the EE IRCC website.
