If you can, go in person and talk to the international student advisor or send an email. Take with you any documents from CIC that could bolster your case. I find asking over the phone will get a quick 'no' meanwhile in person someone has more incentive to ask around and look at documents.
 
so If I get a study permit what will happen to my OWP? can I keep both?
 
back few yrs ago York U accepted my AOR letter from Buffalo Office when i was a international student, they allowed me domestic fees payable.
(i was under FSW application). At that time Buffalo was the main centre for US-based applications

Could you please clarify when was this? Because my wife is also applying for York U and we are currently in IP2. So the AOR did suffice for them to grant you domestic fee?

i think it was around 2006-2007. Had to go to the student services offce and show them the letter and have the domestic fees applied.
(had to do it in person). At that time I only had initial AOR from Canadian Consulate General in Buffalo, NY. It worked for me.
