Does Winter make Canada slow for job searching

I am thinking to come to Toronto in November. Would it be difficult to search a job at this time of the year ? Should I come in November or January 2017 ? Does Winter make Canada slow ? I will be looking jobs in IT.

"seasons" have little to do with this.

It is all about the fiscal year (April-March). Early and mid fiscal year are the best times to get hired.
