Does WES evaluate language course done from Delhi University?

I have completed certificate and diploma course in foreign language Spanish from Delhi University. Do I send my transcripts for this course to WES? Do they evaluate? If yes, then under what category should I include this credential while applying on WES portal?
If it does not evaluate, should I go for IQAS?
pls help
