Does this qualify as 3 years of foreign work experience?

I have a contract in Upwork (a freelancing website) that started on the first week of August 2015 and ended on the first week of August 2018. Below is how many hours I worked each week during that time. As you can see, my hours started slow at first and tapered off at the end.

I would really appreciate any input

No - you can't claim 3 years.

You'll need to do the math to figure out how many years you can claim - it's probably 2. Here's how you do that:

1) Each week where you worked 30 hours or more is counted as 1 week of experience. It doesn't matter if you worked 30 hours or 40 hours or 90 hours that week.
2) For each week where you worked fewer than 30 hours, add up the total hours and divide by 30.

Add together the two numbers above and divide by 52 - this is how many years of work experience you have.
