I am a 2007 applicant]i recentley checked my ecas and this what i'm seeing.
(1) APPLICATION RECEIVED: We received your application. After checked for completedness a file was created and infromation from the application form was entered. (2) CIO-S-ELIGIBILITY REVIEW COMPLETE. The review at the CIO-S has been cmpleted. A letter wiith additional information has been mailed. (3) RECEIVED BY VISA OFFICE. The application and documents has been received by the visa office. (4) VISA OFFICE ELIGIBILITY REVIEW COMPLETE. The review of the application and supporting documents has been completedat the visa office. A letter with additional information has been mailed. (4) ;D IN PROCESS- Based on review of your application package it has been determined that your aplication is eligibility for processing. PROCESSING HAS BEGUN.

Interesting, you are the first 2007 Applicant I have seen that has posted such important information.
Did they request for documents update from you and have you sent them the documents?
If yes, then, What I can deduce from the above is that, things look positive and they have now actually started processing your application - getting to the final stages.

Well, normally after eligibility review and the review of the application and supporting documents have been completed at the visa office., it cannot be anything else than Medicals + PPR provided all Background and security checks are also successful. However, I think you should wait for the additional information they have sent you. They may request for more documents or go straight to the final stages i.e Medicals and eventually PPR.

Could you please let us know the Visa office you applied to plus the exact date of your Application and AOR?

There is no where I can reconcile the information you have given above apart from the next stage which is Medicals.

I do hope that I am correct as I do not want to raise your hope's unnecessarily.

If it is Kingston, then normally you are looking at 25 to 30 Months to get a Decision, which seems quiet OK for a 2007 Applicant and that will be TRUE in your case.
 
i was curious about what he said that his application was sent to CIO so looked at his previous post to see if he mentioned any visa office.

(he only had 14 posts, so not a daunting task lol).

I thought as much.

Surprisingly, his application was sent to CIO-S for eligibility review (hmm, contrary to what I had always thought, that the respective visa office's were responsible for reviewing old applications), after the CIO-S review, it was then sent to the Visa Office, where they again reviewed his application and documents (looks like kind of double-screening) and now the visa office has sent out a letter to him for further steps.


So, does that mean that all applications i.e both old and new are sent to the CIO-S?
Could it be that even old Applications that are ready for processing are first sent to CIO-S?

I am kind of baffled now.

I have a different take. I think the instructions given to different visa offices were probably not clear so one head person reads the instruction and does what he thinks based on his interpretation. The Jamaica head might have thought it should be sent to CIO. I don't think the others are sending to CIO, at least no one has mentioned it in the forum

or

it could be that the status messages can only be updated in some certain fashion which is used by old and new applicants lol.
