Time for PR RO is 3 out of rolling 5 years in Canada. Time spent with Canadian spouse outside Canada counts towards PR RO.
The 4 year out of 6 years must be physically inside Canada in order to qualify for citizenship. It doesn't matter if PR is with Canadian outside Canada. The only time time outside Canada counts towards citizenship is if canadian spouse works for federal government, ie worked in Armed Forces, works for Canadian Embassy.
Time spent outside working for Canadian company outside Canada does not count toward citizenship qualification. Time spent outside with Canadian partner does not count. No strong ties to canada is part of the qualification. This is removed under the new rule when basic residency qualification is removed.
