Does the new rule or old rule apply to the application?

I have a quick question:

If, according to the mail tracking, an application package got Sydney, NS on 06/25/2010, that application will be evaluated by new rule or old rule? The VO at Sydney will definitely process the package after 06/25 because nobody expects that they can work on a new envelop upon they receive it.

If it was delivered to Sydney cio on the 25th, it will be processed under the old rules.
