I am applying as a sponsor for my common law using outland application.

Does the CIC expect the sponsor to have a job before coming? Is this a requirement?

There's no income requirement if you're just sponsoring a spouse and there are no dependent children also on the application.
 
No - But you have to explain how you're planning to support yourselves without a job and not taking welfare.

Reading the guide, there are a couple things that stand out.

this is from form IMM5491E


1. Section #18 it mentions that if I am a Canadian citizen living exclusively outside of Canada, I must provide proof that I intend to live in Canada once my common law receives her PR.
2. Section #20 Proof of employment. It says I need to provide a letter from my current employer stating hours of work, how long I've been working there and salary

What does #1 mean, how can I provide proof for this?
 
They want to see hat you are going to come to Canada and not just apply and not come .A few ways you can do this is have a letter from family or friends staying you can stay with them until you have employment and and get on your feet .
Send some emails out looking for apartments, schools for kids or emails looking for jobs , and correspondents about living in Canada from friends etc.


You don't need any thing concrete but something for them to go on .

As for proof of income that i think is only if you are in Canada but not 100% i would have to look at the forms again.
