Does study visa application only progress after giving CIC my biometric?

CIC website says the study visa processing time is expected to be 3 weeks.

It also says [
This processing time doesn’t include:

• the time it takes to send an application between a VAC and our office
• the time you need to give your biometrics]

this..

I have to make an appointment for biometric with a collection center two weeks before.

Does this mean it will take 5 weeks for me to get a study visa if my application will only progress after I give them my biometric?

yes, this is from the cic website :
"Once we receive your biometrics, we’ll be able to process your study permit application. We process most Student Direct Stream applications within 20 calendar days after we receive your biometrics, if you meet the eligibility."
so they won't start processing the application until they get the biometrics

That's what I thought. However, my lawyer said the opposite thing. I'm doubting him.
