Does Prohibited from Attending Institution include a 100% online diploma?

Quick Question if anyone can help.
It says prohibited from attending any institution or vocational training etc on my visitor visa extension.
I see that as physically attending an institution. Does doing a 100% online certificate count as 'attending'? Grey area perhaps?
I have picked a few international places to do an online certificate and the Canadian one is the most appealing to me with regards to cost and coursework. They accept students world wide.
Anyone care to chime in?

If it's not a Canadian facility or Canadian online school/academy then your'e fine. Anything else is classed as international.
