Hi,

My wife, that I am sponsoring recently received a passport request. The email did not indicate that the interview is waived. Is it safe to assume the interview is waived and that the next step is provide the COPR?
 
Yes that is correct. If there was going to be an interview that would have been stated

It depends on the visa office. For example, New Delhi asks for the passport very early in the process and the request doesn't guarantee anything. But for the most part PPR is in the last stages and means you are good. I'm not sure where Nariobi stands. Someone more familiar with that visa office can confirm.

What keesio said. Passport request is not always a guarantee of interview being waived or COPR. Depends on the Visa office, some ask for passport very early in the process.

i believe also if the interview is waived, the PPR would reference it. From what other posters write, there is some mention of it in the letter. Something similar to "Although an interview is not requested at this time, the visa office has the right to schedule one at a later date if found necessary".
 
The answer is no, it doesn't always mean interview is waived. I've seen a couple users here who had a PPR, and then had an interview request after.
 
Thanks for the heads up. The issue is that my wife is planning to fly here in early Sept and will send passport to them this week. Will we have time to get passport back? little worried we won't have it back in time. Flight has already been booked!

No not always. They always reserve the right to interview applicants. In my case I received PPR with the standard letter noting that an interview was being waived (however reserving the right to interview). Serveral months later I received a request to attend an interview for the purpose of completing processing. We ought to remember that nothing is certain with CIC.

Get "it back in time" for what? How fast are you wishing it back? I'm leaning towards "no", you won't have it back in time for whatever it is you're thinking.
