DOES PAID INTENSHIP COUNT AS FOREIGN EXPERIENCE?

Hi ,

If someone enrolled as Charted accountant in india and completed their internship which is mandatory by government and its paid full time for 3 years but does not passed the CA finals exams (Too hard to clear this exam ) So are those 3 year paid internship count as work experience for FSW class ? They fit in FSW category ?
